Zero Waste Scotland Appoints Internal Leader Ciaran McGuigan as CEO

Zero Waste Scotland has appointed Ciaran McGuigan as its new Chief Executive, marking a leadership transition at the organisation focused on Scotland’s circular economy goals.

McGuigan, currently Zero Waste Scotland’s Finance and Corporate Services Director, succeeds the outgoing chief executive after more than a decade of leadership. The appointment has been approved by the Scottish Government in line with standard procedures for public bodies.

He will formally take up the role on 1 February 2026. Zero Waste Scotland confirmed that further details about management arrangements and his successor in the finance and corporate services role will be announced in due course.

Welcoming the appointment, Gillian Martin, Cabinet Secretary for Climate Action and Energy, highlighted the importance of Zero Waste Scotland in delivering national sustainability priorities. She said the Scottish Government remains committed to building a circular economy, one that keeps materials and products in use for as long as possible, and described Zero Waste Scotland as a key partner in achieving that ambition.

She added that continued collaboration with the organisation will support people and businesses in reducing waste, cutting emissions, and contributing to Scotland’s wider climate and nature targets.

Speaking about his new role, McGuigan said he was honoured to lead the organisation into its next phase. He outlined a focus on expanding the circular economy, supporting skilled green jobs, helping regenerate communities, and strengthening Scotland’s economic resilience while reducing environmental impact.

McGuigan also emphasised the importance of partnership, noting that he looks forward to working closely with the Board, the Scottish Government, and a wide range of sectors and stakeholders critical to delivering Scotland’s circular economy ambitions.

With McGuigan stepping into the chief executive role, Zero Waste Scotland is positioning itself to continue playing a central role in shaping sustainable economic growth and supporting Scotland’s long-term climate objectives.
